Lots of people on Tumblr refer to Talisa as a PoC. In my opinion, this is true if one takes into account the worldbuilding. She’s not Westerosi but Volantene, thus subject to prejudice because of her ethnicity and heritage (e.g. “foreign bitch”). So she’s this universe’s equivalent to a PoC.
Now…
I’ve only read the one interview with her (was really interesting though) and it said her father is Chilean, and I think his ethnicity is of the indigenous people of Chile,.
Also, some Spanish people are POC and some aren’t. Same as everywhere else. Nationality does not mean you can predict someone’s ethnicity.
